Is F13 on a standard wall oven too?

Plain F13 appears in the steam oven list. Standard wall ovens use E-suffixed F-codes instead, so F13 normally points to a steam model. Steam ovens keep a separate list. In the standard wall oven table, plain F13 does not appear.

Why start a cycle after the reset?

The control checks itself while running. If the code stays away for a minute into a cycle, it was likely a one-time event. The code is meant to prove itself clear: if it stays away through a cycle, the glitch has probably passed.
