Why will my oven not go above 260?

In Celsius mode the display tops out at 260 degrees. Switching the scale back to Fahrenheit restores the higher temperature range you need for recipes written in Fahrenheit.

Is the C a sign the oven is broken?

No. It tells you the oven is displaying in Celsius. It is a state of the display, not a malfunction, and clears when you change the scale in the oven's settings.

How did my oven end up in Celsius?

A keypad entry in the settings menu, sometimes by accident during cleaning, can change the scale. Once you know where the setting lives, you can switch back in a minute without a service call.
